It's annoying and not responsible at all, but the question is whether there are any signs or a prohibition of the fire hydrants in the area. That with all due respect, you should not rely on the attention of drivers, but rather their fear of fines while blocking in their parking places.

Yes I report them and they do get into trouble.
It is only legal for an NYPD car to go through a red light when they are responding to an emergency call.
