The way state governments are enacting "no video" laws to gavel anyone who tries to catch them breaking the laws they are supposed to enforce, I suspect that estimate is very conservative: Chalk up another one for the AFSCME goombas! Union labor is notoriously lazy, and all those pesky internal affairs investigations use up time and energy.
