in Washington DC we have meter maids...
DC Police do not do so much to issue tickets
it seems that the meter maids do not understand the big picture of their tasks
the goal if the meter maids is to facilitate flow
but
if they double park to ticket someone whose meter has run over...
well...
they are doing more to cause blockage than the driver who needs to put a quarter in the meter
